Keystone EB-5 Regional Centers (KRC) have applied or been designated by the United States Citizenship and Immigration Services (USCIS) as a “Regional Center” for participation in the EB-5 Immigrant Investor Pilot Program. KRC was formed to create permanent jobs in the states they operate.
KRC will raise foreign investment capital through the USCIS EB-5 Immigrant Investor Pilot Program to finance the development of various projects. KRC will seek out and encourage the creation of new business opportunities to permanently stimulate the economy within the State of Texas. The primary services provided by KRC will be the provision and management of investment opportunities to foreign investors that will benefit the State economy through job creation and economic growth. KRC will serve as a management company that will operate the investment vehicle through limited partnerships that will facilitate the EB-5 investment opportunities. KRC will:
- Monitor the performance of the loan/fund extended to each subject project;
- Monitor the employment statistics credited to each subject project for EB-5 investor purposes;
- Monitor the repayment of the loan/fund by the project entities;
- Establish and monitor quality control guidelines for credit analysis and loan monitoring;
- Manage relationships with immigration agencies to assure that EB-5 investors are recruited efficiently and ethically;
- File all required reports with the USCIS for each subject project.
Keystone EB-5 Regional Center (KRC) is extremely selective in its investor process. Potential investors are identified by referral only. KRC gives priority to investors who are related to present and past investors. The Board of KRC has developed a procedure to assure that only the finest candidates are invited to participate in the investments made by KRC.
Similar to Warren Buffet of Berkshire Hathaway, once a year KRC holds an annual meeting (in Beijing, China) to discuss the regional center’s activities and outlook for the coming year. A limited number of non-investor guests are invited to attend the annual meeting in order to give the KRC board a chance to evaluate potential new investors. Qualifications and Experience
Keystone EB-5 Regional Center is staffed by the appropriate personnel to supplement business development, marketing, project lending and oversight of ongoing investment projects. Additional responsibilities for the personnel will include, but not be limited to, maintaining current employment tracking statistics and other data generation as required by USCIS for the regional center pilot program.
Mr. Christoph has over 30 years of financial securities experience, including investment management of public & private equities. In addition, he was lead compliance officer overseeing SEC and FINRA reporting. As Founder and CEO of Great Texas Regional Center, he shares responsibility for the general management, investment policy and transaction origination. His experience allows him to follow an extensive due diligence process to understand the business fundamentals and identify opportunities for the regional center. He will be actively monitoring the portfolio companies and pursuing new investments for the regional center.
Mr. Christoph is the founder and Managing Partner of Keystone Solutions, Inc. a Midwest-based financial boutique that provides investment banking, money management, and private capital raising services. In addition, Mr. Christoph is President of Christoph Securities, Inc. formerly a registered broker-dealer with FINRA and the SEC. He has over 30 years of experience in the financial industry that includes private equity, investment banking, portfolio management, trading, financial operations, and securities compliance.
Mr. Betzer is a Chinese-speaking entrepreneurial executive with Fortune 500 and U.S. Diplomatic Corps experience, combining experience living and working in China with exceptional business development, strategic thinking, relationship management and deal-making skills. He is the co-founder of Stoneworth Financial, a Houston-based investment banking boutique with a decade-long track record in middle market transactions.
Mr. Betzer has a special interest in the impact of China as a competitor, a market and a destination and source of investment for US middle market companies. Mr. Betzer served as a Foreign Service Officer with the United States Department of State, fulfilling assignments in Washington, DC, Taipei, Taiwan and Beijing, China. He is fluent in Mandarin Chinese. He serves on the Wharton Alumni Executive Board and on the board of the International Trade Center – Houston.
Mr. Wolf is a Co-Founder and Managing Partner of Method Capital, LLC. Method manages a $120 million fund focused on investing in B2B SaaS opportunities. Prior to founding Method Capital, Bill was an investment banker at Salomon Brothers Inc. and William Blair & Company; an executive overseeing operating company investments for Henry Crown & Company; and a principal at Talon Asset Management, where he managed the firm’s private equity business and was Talon’s Chief Operating Officer.
Mr. Wolf currently serves in the Board of Directors of the Chicago Child Care Society, Ezassi, ForeverCar, Mindcrest, Pangea Universal Holdings, SpiderOak, SwiftIQ and WellRight. He is also Chairman of the Board of Trustees of Columbia College Chicago.
Mr. Wolf received an AB degree, Magna Cum Laude, from Hamilton College and an M.B.A. from the University of Chicago.
Mr. Newman has extensive experience successfully investing over $10 billion in both debt and equity investments covering every real estate asset class across five continents. He also has substantial experience in corporate private equity investments as both an attorney and an investor. Mr. Newman’s investment focus has been in areas where value is created by active business operations and strategic legal maneuvering.
Mr. Newman is the Managing Principal of Ceres Real Estate Partners, LLC through which he works for GTRC. Previously, he was a Managing Director and the Head of Real Estate at leading private equity firm Madison Dearborn Partners, co-ran Merrill Lynch Global Principal Investments with responsibility for both equity and debt investments, was an Acquisitions Principal at Walton Street Capital, and was an Attorney in the VC/LBO group at Kirkland & Ellis. Mr. Newman is a member of the Board of Children’s Memorial Hospital in Chicago and a former member of the President’s Council of the Real Estate Roundtable in Washington, D.C.
Mr. Tellepsen is President of Tellepsen Corporation, a leader in commercial, petro-chemical and concrete construction. Tellepsen has been shaping Texas’ built environment for over 100 years and is in its fourth generation of family ownership and operation. Mr. Tellepsen is a part of the fourth generation of ownership and started in the construction industry in 1992. He has served in a variety of positions and responsibilities of management and leadership in the company and industry. In addition, he serves on numerous corporate and civic boards in the Texas community.
Mr. Keel has over 18 years of financial, marketing, and operational experience in diverse industries. He worked as a financial auditor for Ernst & Young, led implementation teams as a project manager for Epic Data, managed business product development for Energy Future Holdings, and was most recently the CFO for a sports management group. Mr. Keel utilizes his strong financial acumen to ensure the economic viability of projects for the Regional Center. His broad experience, coupled with his entrepreneurial mindset, make him the perfect controller and risk manager for the assets of the investors. Mr. Keel also serves as an advisor to borrowers and lenders alike, providing guidance on deal generation, capital structure, cash flow, modeling, business case development, and operational excellence. He also assists with counterparty negotiations to ensure good communication and clearly defined terms.
Mr. Chary is global consultant in the healthcare industry with an expertise in placing physicians in small towns across America where the biggest shortage exists. This initiative has enabled Mr. Chary to meet seven US Presidents, eight Indian Prime Ministers, and dozens of other global leaders. He is Past ambassador of American Cancer Society, Director of Indo US Chamber of Chamber, Charter member US India Chamber of Commerce, Member NYC Harvard Club and Harvard Alum Association, Advisor to American Association of Physicians of Indian origin, and Global Association of Physicians Of Indian Origin. As a proud Chinese American, Jenny Cui immigrated to USA in 1995 pursuing further education. She received her Masters of Science (MS) degree in Information System from Hawaii Pacific University in 1998. Ms. Cui is currently the principle of HomeLuxeUSA an elite real estate and investment-consulting firm. The company is focusing on collaborating foreign source funds from Asia to invest on US based real estate, business acquisition, and EB5 immigration projects. Jenny is the Founder and President of Asian Real Estate Association of America Austin Chapter. She also currently serves as the General Secretary of Asian Economic Federation Foreign Affairs Committee. Ms. Cui worked in top Fortune 500 companies in the high tech industry as senior engineer, team leader and manager for many years prior to her current career. These companies include Microsoft, Nokia Mobile Phones. Jenny Cui is fluent in both English and Chinese.
Mr. Nguyen has more than 30 years of working experience in international investment, M&A, sales and marketing, and operation management. He has lived and worked in several countries in Asia, Latin America and Europe. He has held various positions with Electronic Data System, Hewlett-Packard, Sweet Associates, Viking Graham, and Graham Packaging Company (GPC). At Sweet Associates, he worked on various commercial and residential real estate projects. He worked for 15 years with GPC, a global packaging company with 90 plants worldwide. Notably, between 2000 and 2007, he was GPC’s Corporate Vice President and Country Manager for Mexico, responsible for the growth of the Business Unit from just one person to more than 1,000 employees operating five manufacturing plants throughout Mexico with annual revenues of US$150 million.
Mr. Nguyen earned a B.S. degree from Elizabethtown College, and an MBA degree from the Wharton School, University of Pennsylvania. He speaks English, Vietnamese and Spanish.
Mr. Tran, a native of Vietnam, has received his MBA degree from University of Nantes, France in 1998 and has more than 30 years of working experience in construction chemical, real estate development, international investment, M&A, sales and marketing and operation management. He worked for 10 years as Director of sales with SIKA Vietnam , a subsidiary of SIKA AG, a global company with 100 countries, 5 years as CEO of Long Bien Corporation, a subsidiary of Him Lam group, a top 3 of real estate developer in Viet Nam and 3 years as project Director with VinaCapital Infrastructure Fund, a leading foreign investment fund in Viet Nam. He speaks Vietnamese, French and English.
